Side admin is OK.
Side client, in the home page, when I reduce the window, the footer go over the frames of the news.

style.css

Just replace the style.css with this one.... Let me know if it works or not.

Unfortunately, when I enlarge the window the tables remain statics.

Everything I have tried with CSS has caused other issues with the theme. You may want to switch to a html table based theme instead of a CSS div based theme. Tables allow you to easily place borders and content where you want them to be. CSS <div> loads faster than html <table> and gives you other advantages, but I do not have the knowledge to accomplish what you want. Sorry.
